Council Meeting Minutes

October 13, 2005

 

Meeting called to order at 7:30 pm by Mayor Mary Barber.  Pledge of Allegiance was recited.

Mary asked if any visitors wanted to speak.  Jim Barber Sr. was present to discuss a sewer line problem.  He would like to build a new home but couldn’t get a sewer line in the past because of a road frontage issue.  He gave a copy of the deed to council – he has 10’ of road frontage on Main St.  He would like council’s permission to connect to the sewer line.  Roger made a motion to allow Jim Barber to run a separate sewer line to connect to the Village’s sewer line.  Robert second.  All yea.

 

Jim Barber said that there is a building on his property next to Rita’s property that belongs to someone else.  Rita agreed that it’s on Jim’s property.  He’s not sure how to handle.  Council suggested he consult his attorney.

 

Felix Zabonik was present.  He stated that he was interested in buying the Street Building from the Village on First St.  Mary said the village is keeping the building.  He’s looking for a place to run his business – looking at a building on High & Third.

 

Richard Gould was present and raised the issue about the space behind his house – wondering if the Village was going to open up the alley or not.  Council advised him to check his survey stakes.  He needs to keep his building five feet off the property line for buildings under roof (3 inches for fences).  Council said the alley has never been “closed”, so it must be kept clear.  He asked about the sidewalks in the village that were in need of repair.  He was advised that it is the property owner’s responsibility to maintain their sidewalk.

 

Susan Lent from Waste Management was present to discuss the Village’s waste contract.  We’ve been with them for six years, and now it’s up for renewal (January 1, 2006).  Susan presented a contract extension agreement which was about $1.00 more per month.  Council discussed.  Warren made a motion to accept the Extension Agreement.  Roger second.  All yea.  Aaron will send the agreement to the solicitor to prepare legislation.

 

Deneice Cooper was present from Poggemeyer Design Group.  She is a Community Development Specialist.  She is marketing her company in Fairfield County.  She presented her company’s material to Council and said she’s interested in getting Poggemeyer to be the Village Engineer.  She is offering this for $1.00 per year.  Council discussed for some time.  She will send contract information for Council to consider.

 

Kevin made a motion to approve the September 2005 minutes.  Rita second.  All yea.

 

Ed made a motion to approve the September19 2005 special meeting minutes.  Kevin second.  All yea.

 

Roger made a motion to approve the September 2005 financial statement.  Robert second.  All yea.

 

Roger made a motion to waive the three-reading rule and declare an emergency for Ordinance #2005-20 – An Ordinance Establishing Rules and Regulations for the Thurston-Walnut Township Fire Department and the declaration of an emergency.  Rita second.  All yea.

 

Ed made a motion to adopt Ordinance #2005-20 – An Ordinance Establishing Rules and Regulations for the Thurston-Walnut Township Fire Department and the declaration of an emergency.  Kevni second.  All yea.

 

Ed made a motion to waive the three-reading rule and declare an emergency for Ordinance #2005-21 – An Ordinance enacting regulations for the keeping of prohibited or dangerous animals and listing prohibited species and the declaration of an emergency.  Roger second.  All yea.

 

Warren made a motion to adopt Ordinance #2005-21 – An Ordinance enacting regulations for the keeping of prohibited or dangerous animals and listing prohibited species and the declaration of an emergency.  Roger second.  All yea.

 

First reading for Ordinance #2005-22, An Ordinance Declaring the Salary Disbursement Schedule for the Position of Village Secretary.

 

Ed made a motion to adopt Ordinance #2005-16, An Ordinance to Adopt Rules and Regulations controlling Peddlers, Solicitors, Canvassers & Temporary Stores.  Kevin second.  All yea.

 

Report from Fire Chief – Chief was not present.  Rita and Roger said he should have been here and that we need better attendance from the Fire Chief.

 

Report from the Service Committee:  Robert said that he, Ed and Kevin discussed with Zubonik his business (power wash & chimney sweep).  He said on September 19, the Service Committee and the Mayor walked around the Village and checked out catch basins.  Some are in need of immediate repair.

 

Report from the Safety Committee:  Rita said Bob, herself, and the Mayor were present.  They didn’t discuss anything that needed to be brought up.

 

Report from the Finance Committee:  Didn’t meet.

 

Report from the Rules Committee:  Didn’t meet. 

 

Report from the Regional Planning Representative:  Robert said he wasn’t able to attend.

 

Old Business – Roger asked about any drainage problems left on the Long St. Project.  Mary said she checked things out and didn’t see any problems left.  The property owner wanted hydro seed, but that wasn’t in the contract.

 

Roger talked about the alley behind the Gould residence.  He said trees need trimmed.  Ed said it doesn’t need stone – just needs to be clear and open for emergency purposes.

 

Council discussed the water meter issue and response from the Board of Public Affairs.  Council’s response is they want the BOPA to replace the meters that are broken, and make sure there are meters on the house – do away with the meters on the ground.

 

New Business  - Robert announced that Rita Reinchield had been named “Mom of the Year” for 2005 at the Fairfield County Fair.

 

Mary said that Pizza Rias is handing out Trick-or-Treat bags for Village residents.  Mary announced that Trick-or-Treat night would be Monday, October 31 from 6:00 p.m. – 7:30 p.m. 

 

Warren said he heard that a fire department volunteer was seen buying alcohol in their department shirt at the IGA.  He thought that didn’t look good.  Council discussed and didn’t consider it an issue since he was not on duty or in a department vehicle.

 

Ed made a motion to adjourn.  Roger second.  All yea.
