Council Meeting Minutes

February 20, 2003

*** Special Meeting for Fire Business ****



Meeting called to order at 7:02 pm by Mayor Hite. 


Roll call:  Robert Ortman – Present; Nona Buskirk – Present; Roger Aubery – Absent; Warren Simpson, Jr. – Present; JT Hilliard – Present; Jo-Ann Hite – Present; Aaron Reedy – Present. 1 Council seat open.


JoAnn asked if everyone had reviewed the information and paperwork about the new fire engine/rescue.  Council discussed the 3.51% interest rate from Dublin Capital on a $160,000 loan.  The semi-annual payments will be $9,555.25.  Everyone agreed we wouldn’t be able find a better interest rate.  Tony Johnson from Dill’s went over the contract.


JT made a motion to waive the three-reading rule for ordinance # 2003-6.  Nona second.  All yea.


JT made a motion to accept Ordinance # 2003-6, an Ordinance Authorizing the Mayor and Clerk-Treasurer to enter into a Contract with Smeal Fire Apparatus Company for the Purchase of an Engine-Rescue Vehicle and the Declaration of an Emergency.  Warren second.  All yea.


Aaron passed around the Smeal Contract for the Council members to sign.  Aaron will give Tony a check for $81,989 down payment once the meeting is over.  The balance is to be paid upon delivery and acceptance of the vehicle.


JT brought up that personal vehicles responding to runs are flying too fast through town.  This shouldn’t be happening.  He said it’s been a big issue for a while, and the problem needs to be taken care of.


JT suggested that they shouldn’t run “hot” through any municipality.  Jamie Carroll said it would slow down their response time.  Mike said they are allowed by State to run 10 mph over the posted speed limit.  JT said we could pass an ordinance slowing that down.  Mike said State law would override it.  This discussion continued.  Basically, JT just wants them to be careful.


Nona made a motion to pay bills and adjourn.  JT second.  All yea.  The time is 7:30.
