Council Meeting Minutes

August 14, 2002  ** SPECIAL MEETING ***


Meeting called to order at 7:05 pm by Mayor Hite.  Pledge was recited.


Roll call:  Robert Ortman – Present; Nona Buskirk – Present; Mary Barber – Present; Roger Aubery – Absent; Warren Simpson – Absent; JT Hilliard – Present; Jo-Ann Hite – Present; Aaron Reedy – Present.


Others in attendance:  Tammy & Terry Prather, Joel Heiberger, Joe Hill.  Lowell Hite was also present.


This special meeting was called to discuss the paving job done by Heiberger paving on Long Street.


Tammy said that on the end of Long Street, on Keller’s part, there is a drain.  She said the grade of Long Street goes downhill towards that drain.  She wants to know if it would be hard to put in a drainage ditch down the entire length of Long St.  Lowell said it’s a sanitary drain, and it’s not legal to put rainwater into it.


Joel said the contract was not to excavate the entire road.  He said stone should be put into the roadsides and driveways.


Terry said his driveway used to be even, now there is a difference of eight inches.


Joe said he was asked to funnel the water away from the homes and into the field by Lowell.  Joel said it’s still at an uneven pitch.  Joel wants to know what the problem is so we could get it fixed.


Tammy said the water drainage is an issue.  Joel said the Anders’ home is in a hole, and a pipe needs to be put in so the water can drain.


Tammy said that no one asked council to do this.  She said due to someone’s negligence they are going to be harmed.


Joe said he initially met Lowell on Long Street and Lowell gave him the specs.  Joe sent in a proposal for what he asked for.  Joe said he was not asked his opinion on the job; elevation or drainage.  Joe said they went above and beyond on this project; there’s more asphalt than quoted.  Joe said they suggest putting in stone, but that is not going to fix the drainage problem.


Tammy asked about the easements in the Village of Thurston, and who was the person in charge of the streets.  Who is supposed to review this stuff before it’s done?  She also wanted to know if anyone has approached Mr. Starner about putting a ditch along the field, on the side of the road opposite their homes.


Drainage ditches or culverts are the only thing that can help, according to Joe and Joel.  Joel said the water problem was there before they paved, and there’s going to be water problems now.  Joel said he could put driveway approaches in.


Tammy suggested it was in the Village’s best interests to accept Owen Kellers’ section of Long Street so we can run drainage back to the creek.


Joe made a suggestion to Council that we get an advisory board on the work that needs to be done in the Village.  He knows he and some others would be glad to be advisors.  There are no qualified people to do this type of planning now.


JoAnn said we have committees.  They don’t come to the meetings, so Joe wouldn’t get anyplace, either.


JT explained about ME doing engineering consulting for the Village, pending a contract.


Mary said they definitely need gravel now because it will tear up the road leaving it as it is.


Tammy said she doesn’t understand why we wouldn’t want these folks to come in and help us.  She said she was going to have to talk to an attorney.  She said it seems we go from one mess to another, and we just keep cleaning up our messes.


JT said the problem is that there is no zoning.  Others disagreed.


Tammy suggested running tile between her property and the Anders’ property back through Robert Ortman’s property over to the Elm Street storm sewer.  Discussion continued. 


JT wants to go up to Long Street right now.


Council and all present went up to Long street at 8:00 p.m.  At 8:30, the meeting continued in the Council chambers.


JT thinks we need to contact ME & Owen Keller.  He asked if the Village had any schematics on the storm sewers in the Village.  Lowell said he didn’t know of any.


Lowell asked what we were going to do about Long Street.  Heiberger offered to put down some gravel.


Mary made a motion to let Heiberger put some temporary gravel to lay along the properties of Long Street.  JT second.  All yea.


JT made a motion to pay the Heiberger invoice of $12,100.  Mary second.  Roll call vote:

            Robert – Yes

            Nona – No

            Mary – Yes

            JT – Yes


JT said he would contact Jeff Feyko, ME, and the county to see what needs to be done, or what should be done.  Mary would like to look around for someone who is an engineer to give an opinion.


JT made a motion to adjourn.  Nona second.  All yea.
