Thurston Board of Public Affairs

Meeting Minutes

August 10, 2004

Lowell called the meeting to order at 6:30 p.m.

Roll call:  Lowell Hite – Present; Bev Reese – Present; Laura Clark – Present; Aaron Reedy, Clerk – Present

Laura made a motion to approve the July 2004 meeting minutes.  Bev second. All yea.

Bev made a motion to approve the July 2004 Financial statement.  Laura second. All yea.

Discussed the meter locks.  Board agreed to check on the locks from Renee Raymond, Inc. and get 2 of them if there are still around $25.00 each.

Discussed high meter reading for Kelly Taber.   Her reading was 29,000 this past month ($273.60).  There was a leak, and it’s been fixed.  The meter readers went out to read again after they thought they read it wrong.  Verified it was correct, but didn’t alert the customer at that time that it was unusual, and might have a leak.  Members of he board were shocked that they didn’t alert Kelly, but waited until the bill was sent.  Kristi already adjusted her account for the sewer portion ($94.60), and now her bill is $179.00.  She has asked for special payment arrangements.  She is on Social Security.  BOPA agreed she can make payments on it, but must be paid up within 3 months (by November 15, 2004).  We won’t charge late penalties on the water during this time.

Lowell told Aaron to pay Brenda Sue’s last bill out of her deposit.  The water has been shut off.

Laura asked about the last big rain we had – the sewer backed up.  Lowell said none of the pumps were running the water out of Thurston.  It backed up in the lower places in the Village.  The board discussed the problem.  Lowell and JoAnn said this would be brought up at the Walnut Creek Sewer District meeting.

Lowell said when WCSD installed DiPaolo’s meter, they used a pipe wrench on the plastic part of the meter, and busted it.  They had to put a new meter in.  The board agreed WCSD should pay for a replacement meter.

Bev made a motion to adjourn.   Laura second.  All yea.  The time is 7:40 p.m.

Respectfully Submitted,

Aaron L. Reedy, Clerk
