Thurston Board of Public Affairs

Meeting Minutes

November 11, 2003

Lowell called the meeting to order at 6:35 p.m.

Roll call:  Lowell Hite – Present; Bev Reese – Present; Laura Clark – Present; Aaron Reedy, Clerk – Present

Bev made a motion to approve the October 2003 meeting minutes.  Laura second. All yea.

Laura made a motion to approve the October 2003 Financial statement.  Bev second. All yea.

Lowell said we got a complaint on Acct. 192.  In looking at the past readings, there is too much variance from month-to-month.  It’s not being read properly, and now they have a big bill to catch up because the Walnut Creek Sewer District hasn’t been charging enough.  Bev made a motion to waive the penalty fees for November for Acct 192.  Laura second.  All yea.

Bev said the meter readers aren’t doing their jobs right.  There have been too many mistakes.  Aaron suggested writing a letter to the Walnut Creek Sewer District stating that it must be read correctly or we’ll take matters into our own hands.  Bev agreed that we should right a letter.  The board went over the wording.  Aaron will mail, fax and send a copy via Lowell.

Lowell said that Baltimore is raising our rates effective December 1, 2003.  The board discussed what rates should be raised to.  A draft was put together to be presented to the Village Council for passage.  Laura made a motion to present the draft ordinance for water rate increases to the Council.  Bev second.  All yea.

Lowell told Bev and Laura that their seats will be open on the first of the year.  If they are still interested, they need to come to the Council meeting on January 8th, 2004 to see if Council will re-appoint them.

Lowell said Tammy Huffer has requested a new water meter.

Lowell said the meter at the firehouse hasn’t been read; WCSD has just been charging them the minimum amount.  He said they need to start reading the meter because of all the activities that have been going on their (i.e. people spending the nights, Brownies meetings).

Bev made a motion to pay bills and adjourn.   Laura second.  All yea.  The time is 7:35 p.m.

Respectfully Submitted,
